Core Objectives

Anchoring the Forum's mission on five transformative priorities for Nigeria's public sector.

Strategic Framework

Pillars of Action

To realise this vision, the Forum's work is anchored on the following five priorities across the Federal, State, and Local Government Councils Public Service:

01

Professional Development

Promoting continuous learning, through structured training, seminars, workshops and conferences.

Equipping young officers with contemporary public administration skills, certified project management, executive communication, and performance monitoring standards. We collaborate with the Administrative Staff College of Nigeria (ASCON), Public Service Institute of Nigeria (PSIN), and state staff training colleges.

Structured Seminars Quarterly public policy masterclasses for young administrative officers.
Executive Workshops Hands-on civil service rules & procurement compliance labs.
National Conference Annual convention uniting 36 State delegations with federal leaders.
02

Innovation and Digital Transformation

Encouraging researches, innovations and the adoption of technologies to improve service delivery in the public service sector.

Transitioning government workflows from bureaucratic paper trails to streamlined digital platforms. Young civil servants spearhead government-to-citizen (G2C) portals, data analytics in budgeting, automated records management, and AI-enabled decision support systems.

Applied Policy Research Publishing empirical findings on civil service operational bottlenecks.
GovTech Solutions Piloting electronic registry systems in federal and state ministries.
Service Delivery Labs Rapid prototyping for efficient citizen inquiry and permit processing.
03

Networking and Collaboration

Creating platforms that connect young public servants in Ministries, Departments and Agencies across the three tiers of Government.

Eliminating ministerial silos and administrative bottlenecks by building an interconnected fraternity of dedicated young officers. Cross-tier collaboration between the Federal Civil Service, State Civil Service Commissions, and Local Government Councils ensures unified execution of national developmental blueprints.

Cross-MDA Roundtables Joint peer-review sessions across finance, health, and education MDAs.
Tier Integration Forum Linking local council directors with state and federal policy planners.
Mentorship Match Direct pairing with accomplished Permanent Secretaries and Directors.
04

Youth Empowerment

Advancing skills acquisition, ICT development and agro-allied initiatives in partnership with government institutions and relevant private sectors.

Fostering multifaceted capacity building that empowers members to thrive inside and outside the workplace. We structure strategic partnerships with technical development agencies, commercial banks, fintechs, and agro-allied corporations to provide subsidized certifications, seed grants, and agribusiness extension.

ICT & Cloud Skills Cybersecurity, data analytics, and cloud infrastructure certifications.
Agro-Allied Cooperatives Modern farming, grain storage, and livestock value chain partnerships.
Private Sector Alliances Collaborations with chambers of commerce and enterprise incubators.
05

Policy Advocacy and Welfare

Championing policies and programmes that strengthen community services and welfare of the general public.

Positioning young civil servants as passionate advocates for the Nigerian public. We sponsor nationwide volunteer community service drives, health outreach missions, environmental sanitation campaigns, and champion welfare reforms that incentivize ethical, meritocratic public administration.

Community Service Drives Grassroots medical and educational outreach in local government areas.
Policy Whitepapers Actionable memoranda submitted to the National Assembly & Head of Service.
